Grant County Development Corporation launches a groundbreaking $1.5 million capital campaign to boost regional growth and development.

Northeast Radio SD News - Milbank, SD - The Grant County Development Corporation (GCDC) has officially launched the first capital campaign in its over 40-year history, seeking to raise $1.5 million to address key community and economic development priorities in Grant County.

The determined campaign is designed to accelerate efforts in critical areas, including increasing affordable housing supply, expanding childcare capacity, advancing business recruitment, and preparing development-ready land for future industrial expansion.

GCDC, which has long served as a regional leader in economic development, emphasizes that this effort will help the organization plan proactively and respond swiftly to new opportunities.

"This effort allows us to plan ahead and respond quickly to new opportunities," stated GCDC board member Dave Page. "It's about keeping our community strong and positioned for long-term growth."

Leadership and Recent Achievements

Leading the corporation’s efforts is Executive Director Traci Stein, who joined GCDC in April 2024. Stein brings more than 16 years of economic development experience from the Watertown Development Company, where she supported major business recruitment, housing initiatives, and implemented Tax Increment Financing (TIF) districts.

This experience has already propelled GCDC’s recent projects, notably the Milbank Industrial Park expansion.

·         The $4 million expansion added 36 acres and 12 new lots, with 11 remaining available for development.

·         The project was significantly bolstered by a $2.5 million grant from the U.S. Economic Development Administration (EDA) to fund streets, utilities, and site development, which has helped keep lot pricing competitive.

·         Additional project support came from the South Dakota Governor’s Office of Economic Development and Otter Tail Power Company.

"Interest in the industrial park continues to grow," Stein commented. "We’re receiving inquiries from both local businesses and out-of-state companies looking to expand or relocate."

Focus on Quality of Life

Beyond industrial growth, GCDC is actively addressing local challenges in childcare and housing. The organization recently secured a $50,000 grant from the Governor’s Office of Economic Development to conduct an assessment of childcare needs and assist local providers with expansion plans. Affordable housing solutions are also being evaluated by exploring successful models utilized in similar communities.

"GCDC’s involvement in redeveloping vacant properties, expanding housing options, and advancing industrial growth is unmatched among communities our size," said GCDC board member Brian Sandvig. "This first-ever capital campaign will help ensure we continue to elevate the economic health of Grant County for years to come.”

Businesses and individuals interested in supporting the campaign can contribute at four designated giving levels: Visionary Partner, Cornerstone Partner, Community Builder, and Foundation Supporter. Contributions can be made monthly, quarterly, or annually, and the organization also welcomes in-kind gifts.
