New Glacial Lakes Humane Society Facility Clears First Hurdle with Conditional Use Approval

Northeast Radio SD News - Watertown, SD - The Glacial Lakes Humane Society has moved a step closer to building a new facility after the Watertown Board of Adjustment unanimously approved a Conditional Use Permit (CUP) on Thursday, November 20, 2025.

The proposed site is an undeveloped lot known as the N 1/2 of Lots 32-33 in the Endres Industrial Addition.


The applicant is Ben Albright, who is the Board President of the Glacial Lakes Humane Society…

The property is approximately 2.77 acres, or about 120,486 square feet. The plan is to build a new animal shelter for the Humane Society.


This shelter will be similar to the current one and will include indoor and outdoor kennels, office space, storage, and an outdoor play area for the animals. The Humane Society has been operating on city-owned property leased to them since 1977.


Board members reviewed the adjacent zoning, which includes C-3 Highway Commercial to the north (near Walmart), I-1 Light Industrial to the south and west, and B-P Business Park to the east.

Hanten confirmed that access would be from 29th Street and that the two lots could be tied together administratively via a development lot agreement if the applicant wishes to develop them as a single parcel.
