WACF Youth Council Marks 25 Years of Student-Led Philanthropy; Begins New Term

Northeast Radio SD News - Watertown, SD - The Watertown Area Community Foundation (WACF) Youth Council has convened for the 2025–2026 term, marking a significant milestone as the group enters its 25th year of youth-led philanthropy in the community.
Since its founding in 2001, the Youth Council has awarded more than $218,000 to youth-serving organizations across Watertown. The council is designed to empower high school students to explore local needs, connect with nonprofit leaders, and make financial decisions that shape the community's future.
The six-member council for the current term includes three seniors and three juniors from the area:
· Seniors: Siri Bach, Leila Byer (Chairperson), and Whitney Martinsen.
· Juniors: Abby Kruger, Kate McElroy, and Owen Muller.
Assessing Community Needs
The council began its work in September by compiling the annual "Youth Perspective Needs Assessment." This strategic document helps the students identify specific challenges facing their peers and guides their funding priorities for the year.
To better understand how these needs are currently being met, the group has planned visits to various area nonprofits. Their first site visit was to East Central CASA (Court Appointed Special Advocates), an organization that recruits and trains volunteers to advocate for children in foster care.
The visit left a strong impression on the council members.
"It was eye-opening to learn about what youth in our community are facing, but at the same time, beautiful to see the compassion CASA volunteers have to fight for them," said senior Whitney Martinsen.
Council Chairperson Leila Byer noted the importance of resources for these children. "I was amazed by the small details each volunteer puts into every case," Byer said. "I also realized how impactful even small donations, like a few nice outfits, can be for kids in difficult situations."
As the Youth Council continues its 25th year, the members will use their assessment findings and site visits to determine future grant awards for local youth programs.
