Watertown Man Sentenced to 10 Years for Fentanyl Distribution in Drug-Free Zone

Northeast Radio SD News - Watertown, SD - Steven Scott Ulm, 26, was sentenced to a 10-year prison term on October 22, 2025, in Codington County Circuit Court after entering a guilty plea to a Class 4 felony drug charge.
Ulm was sentenced for Distribution or Possession with Intent to Distribute a Controlled Substance in a Drug Free Zone (SDCL 22-42-19). The conviction stems from an incident on or about April 14, 2025, involving the distribution of Fentanyl within an area designated as a drug-free zone, specifically in the vicinity of Jefferson Elementary School.
The court ordered a 10-year term in the state penitentiary, with five years suspended, resulting in a five-year executed sentence. Ulm was granted 190 days of credit for time already served. The sentence is to run concurrently with a separate 2024 case but consecutively to a sentence related to a current parole file.
The guilty plea was entered on September 24, 2025, as part of a plea agreement. In exchange for the plea, the prosecution dismissed a primary charge of Distribution of a Controlled Substance, along with several other charges in related files, including a count of Stalking - Repeatedly Harass by Communication. Ulm was also assessed $116.50 in court costs and state fines. The incarceration term began immediately following sentencing on October 22, 2025.
