Watertown Street Division Announces Seasonal End to Roadway Digging

Northeast Radio SD News - Watertown, SD - The Watertown Street Division has announced a seasonal deadline for all contractors performing work that requires digging in City roadways, effective October 31, 2025.


The annual restriction is necessary due to the closure of the asphalt hot mix plant, which supplies the material for regular street patching and paving. The plant closure marks the end of the construction season for non-emergency asphalt work. Regular street patching and asphalt repairs will resume next spring when the plant reopens.


Emergency Work and Contractor Requirements

During the winter season, only emergency work or projects that have received prior approval will be allowed. This typically includes essential repairs such as addressing a broken water or sewer line.


Any contractor who must dig in a city street for emergency purposes will be held fully responsible for maintaining the trench throughout the winter months to ensure safety. Contractors are also required to secure the necessary permit from the City before beginning any work.


In some instances, the Street Superintendent may require contractors to install a temporary concrete patch to ensure the roadway remains smooth and safe for drivers until permanent repairs can be made in the spring.


Temporary Patches to Remain

Residents may notice that some temporary patches and construction areas will remain in place over the winter. These sites will be addressed and properly repaired once warmer weather returns and the asphalt plant is operational again.


Any project at a home or business that requires digging in the roadway, such as a new utility connection, must involve a contractor who obtains the proper City permits and adheres to these seasonal restrictions.
