City Council Finalizes Street Reconstruction Contract with $64,061 Change Order

Northeast Radio SD News - Watertown, SD - The Watertown City Council has approved Change Order No. 1-Final for the 2025 Neighborhood Street Reconstruction project on 2nd Avenue Northeast, formally concluding the contract with DeBoer Construction Inc.
The final change order increases the contract price by $64,061.05, bringing the total contract price to $1,220,757.85.
City Engineer Justin Petersen explained that the change order was necessary to adjust final quantities based on additional work performed beyond the original scope of the project. The neighborhood street reconstruction project, which covered 2nd Avenue NE (from North Maple Street to 5th Street NE), included full-depth grading, asphalt surfacing, curb and gutter, sidewalk, and replacement of water and sewer infrastructure.
The costs associated with the final change order were successfully divided between the city and Watertown Municipal Utilities (WMU), reflecting the joint nature of the infrastructure work.
Financial Breakdown of Final Change Order:
· Total Change Order Increase: $64,061.05.
· City Portion (Base Bid 1): The City’s share of the increase totaled $31,024.95. This included additional full-depth grading and asphalt surfacing in portions of 3rd Street NE and 2nd Street NE that WMU did not complete. The City’s new total contract price for its portion is $779,421.45.
· WMU Portion (Base Bid 2): WMU’s share of the increase totaled $33,036.10. This was primarily for traffic control and additional removal areas required during the installation of the water main. WMU’s new total contract price for its portion is $441,336.40.
The approval motion was made by Councilman Peters and seconded by Councilman Mohrmann. The motion to approve the change order passed the council, allowing the finalization of payments and the completion of the project.
