Codington County Planning Board Budget to Rise Less Than 1% in 2027

Northeast Radio SD News – Watertown, SD - Codington County Planner Luke Muller presented a brief 2027 budget update to commissioners Tuesday, reporting that the Planning Board’s expenses will remain largely unchanged next year despite a busier schedule and full board membership.

Muller said the personnel portion of the budget, which covers Planning Board members but not contracted staff, is now more predictable. In past years, expenditures were lower because one board member declined payment for attending meetings. With a full board now receiving compensation, the county should expect personnel costs to match the budgeted amount.

“We hadn’t in the past been spending the full amount… because we had an extra member on that board that was not drawing any payment,” Muller said. “Now we do have a full membership… and we are holding every meeting this year. It’s been a busy year.”

Professional Services: 3% Contract Increase

The county’s contract with First District Association of Local Governments, which provides planning services, is budgeted to increase by 3%, consistent with prior agreements.

Muller said the county will “even out” any minor differences on the back end rather than billing fractional amounts.

Publishing Costs Adjusted Slightly Downward

Publishing expenses — which include legal notices for Planning Board and Board of Adjustment actions — were reduced slightly. Muller noted that while this year has seen more Board of Adjustment requests than usual, he still does not expect the full amount to be spent.

Mailings Shifted to Supplies Category

For clarity, Muller moved mailing costs into the supplies category, though they ultimately reconcile into the 429 line item that also includes First District dues.

Overall Budget Change: Less Than 1%

Muller said the Planning Board budget shows a 0.7% increase, amounting to $340 more than last year.

“Pretty much stable,” he said. “I hope you can handle that.”

Commissioners offered no questions and thanked Muller for the update.
