Codington County to Hire Quality Control Expert for New Watertown Detention Facility Project

Northeast Radio SD News – Watertown, SD - Codington County is moving to hire a quality control expert to oversee the installation and performance of major mechanical systems in its new detention facility project, commissioners learned during Tuesday’s meeting.
Commissioner Lee Gabel provided an update during the old business portion of the meeting, sharing a recommendation from TEGRA Group, the county’s project management firm.
“With TEGRA’s recommendation, we’re looking at a commissioning agent that’s to look at some of the... mechanical systems such as HVAC within the new facility, making sure that they’re up to spec,” Gabel explained. “They recommend that as a good measure.”
A commissioning agent acts as an independent quality assurance inspector during construction, testing complex building systems—such as heating, ventilation, air conditioning, and electrical controls—to ensure they operate according to design specifications prior to full facility occupancy.
Funding for the specialized oversight will come from pre-allocated project reserves. “That would probably come out of our owner’s contingency or FF&E [Furniture, Fixtures, and Equipment] part of the budget for the project,” Gabel said.
Rather than issuing a broad public advertisement, TEGRA Group is managing the procurement directly by requesting proposals from qualified firms.
“So what they’re doing right now is to get a few quotes. So they’re doing their own RFP,” Gabel told the board. “We don’t really have to publicly RFP because it’s services. On the other hand, we do want to keep the competitiveness. So they’re going to reach out to some qualified companies and get some quotes on that.”
