Duininck Wins Codington County Road 10 and 7 Resurfacing Contract with $1.4M Low Bid

Northeast Radio SD News – Watertown, SD - Infrastructure improvements are officially on the horizon for Codington County after the Board of Commissioners opened competitive bids for an expansive road restoration project during Tuesday morning’s session.


The contract, which targets critical resurfacing work on County Roads 10 and 7, drew bids from two prominent regional paving firms, revealing a dramatic price disparity of over $534,000.


Highway Superintendent Randy Falvey entered the chambers, accompanied by Banner Engineering representative Waylon Blasius, PE, to conduct the formal opening of the sealed submissions.


“As was mentioned, this is opening bids for County Road 10 and 7 resurfacing,” Falvey stated as he prepared to unseal the envelopes. “We did receive two bids: one from Bituminous Paving Inc. out of Ortonville, Minnesota, and the second one from Duininck Inc. out of Prinsburg, Minnesota.”

The unsealing of the first bid from Bituminous Paving Inc. set a baseline threshold at just under two million dollars, coming in at $1,940,299.00. However, when Falvey opened the package from Duininck Inc., revealing an aggressively priced low bid that caught the immediate attention of the board.


“Their total bid comes in at $1,405,838.60,” Falvey announced, verifying that both contractors had submitted the required structural bid bonds.

Following the raw data readings, Falvey and Blasius briefly stepped out of the room to review the technical line items and ensure math compliance. Upon their return later in the session, Falvey formally recommended that the county award the project to the low bidder.


Commissioner Lee Gabel introduced a motion to accept Duininck’s low figure, which Commissioner Randall Schweer seconded. The board voted unanimously to award the contract.
