Northeast Radio SD News - Estelline, SD - S.D. Highway 28 East of Estelline to Reopen to Traffic This Saturday, S.D. Highway 28, the 10-mile stretch running from Estelline east to the S.D. Highway 15 junction is scheduled to reopen to traffic this Saturday, November 15, 2025.
The reopening follows the completion of the major reconstruction phase, which included grading, structure work, and interim surfacing along the roadway.
Motorists are advised that a portion of the project currently features a treated temporary gravel surface. Drivers should reduce speed and travel with care due to the possibility of loose gravel. A posted speed limit of 45 mph will be in place through the gravel section until permanent asphalt paving is applied, which is scheduled for 2026.
While the highway will be open, motorists are asked to remain alert for equipment and workers in the area. Crews will complete the remaining cleanup work in the coming weeks, weather permitting.
Bowes Construction Inc., of Brookings, SD, served as the primary contractor for the reconstruction project, which carried a total cost of $10.4 million.
