South Dakota Highway Patrol Honors 2025 Trooper and Inspector of the Year

Northeast Radio SD News – South Dakota - The South Dakota Highway Patrol has announced its top honors for exceptional service, dedication, and commitment to public safety across the state.
During the 14th Annual Highway Patrol Awards Ceremony in Sioux Falls, Trooper Paige Zempel was named the 2025 Trooper of the Year, and Inspector Aaron Kemnitz was named the 2025 Motor Carrier Inspector of the Year. These awards stand among the agency’s highest distinctions and were presented by Colonel Casey Collins, Superintendent of the SD Highway Patrol.
Trooper Paige Zempel: 2025 Trooper of the Year
Trooper Zempel has served with the Highway Patrol for nearly six years and is currently stationed in the Glacial Lakes Squad. Recognized for her professionalism, strong work ethic, and teamwork, Zempel also serves as a District Crash Coordinator. She remains a top contributor to statewide highway safety through both proactive traffic enforcement and public community engagement.

Inspector Aaron Kemnitz: 2025 Motor Carrier Inspector of the Year
Inspector Kemnitz has been a member of the Motor Carrier Services division since 2023. Known for his integrity, team-first mindset, and meticulous attention to detail, Kemnitz completed more than 624 commercial motor vehicle inspections last year.
Beyond his field duties, he is a leader in training and mentorship, working to strengthen individual and team performance across the division.
Commendations from State Leadership
State officials praised both recipients for their leadership and impact on South Dakota communities.
“Trooper Zempel and Inspector Kemnitz are committed public servants who play a key role in keeping South Dakota strong, safe, and free,” said Governor Larry Rhoden. “I am proud of their tenacity, leadership, and dedication to protecting our communities and ensuring our state remains the very best place to live.”
Colonel Collins echoed the Governor’s sentiment, emphasizing the recipients’ role in community-building.
“The men and women of the Highway Patrol set a high bar every day, and Trooper Zempel and Inspector Kemnitz exemplify what it means to serve with integrity and purpose,” Col. Collins said. “Their commitment goes well beyond enforcement because they actively build trust, support local communities, and represent the very best of this agency.”
About the Ceremony
The annual event featured Sioux Falls Mayor Paul TenHaken as the keynote speaker. The ceremony was made possible through sponsorships from the South Dakota Trucking Association, the South Dakota Auto Dealers Association, and AAA of South Dakota.
The South Dakota Highway Patrol is an agency of the South Dakota Department of Public Safety.
