Watertown City Council Moves to Regulate Hemp-Derived THC Products

Watertown City Council plans to regulate hemp-derived THC products, reflecting a step forward in local cannabis governance in South Dakota.

Northeast Radio SD News - Watertown, SD - The Watertown City Council began the process of establishing local regulations for the sale and possession of hemp-derived THC products Monday night, holding the first reading of a new ordinance to amend Title 13, Chapter 13.02 of the city code.


The ordinance aims to address perceived loopholes and gaps in statewide regulations governing these products.


City Manager Alan Stager presented the ordinance, explaining that it accurately reflects the intent and discussions held in prior Council and committee meetings…

The proposed ordinance is designed to establish clear rules for products derived from hemp, including various forms of THC that have become increasingly available in the market.

The core regulatory components of the ordinance include:


·         Age Restriction: It explicitly prohibits the sale or possession of hemp-derived THC products to or by any individual under the age of 21.


·         Definition of Products: The ordinance clearly defines the specific hemp-derived products that fall under the new local regulation.


·         Penalties Established: The measure establishes penalties for both the underage individual who possesses or consumes the product and for licensed alcohol establishments or sellers who sell the product to someone under 21.

As this was the first reading, no action was taken on the ordinance. The Council will hold a second reading and vote on the final adoption of the ordinance at a future meeting.
