Watertown City Council Rezones 25 Acres at Calvin Industrial Park for Heavy Industrial Development

Northeast Radio SD News – Watertown, SD - The Watertown City Council advanced development plans for the Calvin Industrial Park, passing a zoning map amendment and plat resolution during its latest meeting. The council's actions open about 25 acres for heavy industrial use while establishing the infrastructure needed to support the growing commercial sector in Codington County.


Rezoning Lot 3 to Heavy Industrial

The council unanimously approved the second reading of a zoning map amendment for Lot 3 of the Calvin Industrial Park, third edition. The measure officially rezones the parcel from an I-1 Light Industrial District to an I-2 Heavy Industrial District.


Community Development Manager Brandy Hanten presented the amendment, noting the transition fully aligns with municipal guidelines.

"Lot 3 is the a lot that we're looking to rezone from I-1 light industrial to I-2 heavy industrial," Hanton said. "It's approximately 25 acres. It meets all of the ordinance requirements."

Before the final vote, Councilman Heuer asked for clarification on the operational impact of the zoning change to ensure transparency for local residents.

"City Planner Hanten, could you please just for the public's sake, kind of explain the difference between I-1 to I-2? What it allows over an I-1," Councilman Heuer asked.

Hanten explained that the base structural requirements are identical in both districts, but the I-2 designation allows broader commercial operations under strict city oversight.

"Yes, so they're actually exactly the same, except it does allow for more uses, but they all require a conditional use granted by the Board of Adjustment if that is desired," Hanton said. "So there would be another hearing on a specific use."

Mayor Ried Holien opened a public hearing for the rezoning, but no community members offered testimony. Councilman Peters moved to approve the amendment, and Councilman Heuer seconded; the motion passed by voice vote.

Plat Approval and Infrastructure Agreements

Immediately following the zoning change, the council approved a resolution officially platting the Calvin Industrial Park, third edition. The resolution also authorizes the city manager to enter into a formal development agreement for the site.

The newly approved plat specifically delineates 3 lots within the subdivision.

"So this plat memorializes the 3 lots that Calvin, the Calvin Trade Center Phase 2, or as it's platted... Third edition, sorry," Hanten said. "The reason why it's before council is because there is the associated development agreement that has the outlines the required infrastructure improvements that are reflected on the approved construction plan that staff reviews and approves."

Mayor Holien opened a second public hearing for the platting resolution, which also saw no public testimony. The plat and corresponding development agreement passed by voice vote after Councilman Schutte made a motion and Councilman Peters seconded.
