Watertown Municipal Utilities Board Seats Mark Dunn, Honors Rich Thomas and Elects New Leadership

Northeast Radio SD News – Watertown, SD - The Watertown Municipal Utilities Board reorganized for the new term Monday, recognizing outgoing member Rich Thomas, seating a new appointee, and electing board leadership for the coming year.


Mayor Ried Holien has appointed Mark Dunn to the board, filling the expiring term of Rich Thomas, who has served since 2021.


Board Honors Outgoing Member Rich Thomas

During the meeting, General Manager Steve Lehner read a formal Resolution of Appreciation recognizing Thomas for his five years of service to the Municipal Utilities Department and the community. The resolution praised his commitment, business insight, and “friendly and pleasant personality,” noting his contributions to the direction and management of the department.


A plaque was presented to Thomas in recognition of his service.


Thomas thanked the board and staff, reflecting on his early years in Watertown when he worked as a summer meter reader. He said he never expected he would one day serve on the utility board, adding that he has long admired how efficiently the department operates.

“I think the board has continued to help guide that stability… and look forward rather than look back,” Thomas said. “That’s always an important thing to see for a community that’s moving forward.”

Board Elects New President and Vice President

The board then conducted its annual reorganization and opened nominations for president and vice president.


·         Mike Luken was elected Board President on a motion by Chris, with no other nominations offered.

·         Charlie Larkin was unanimously elected Vice President following a nomination and a second from board members.


Both elections passed without opposition.


Board members thanked Thomas for his service, calling him a valued contributor to the department’s work.
