Watertown, SD Planning Commission Approves 40-Lot Harmony Hill Fourth Addition
Northeast Radio SD News – Watertown, SD - The Watertown Planning Commission unanimously approved the plat for the Harmony Hill Fourth Addition during its Sept. 24 meeting.
According to Resolution No. 2026-43, the development covers 9.76 acres and will be subdivided into 40 lots zoned R-1C Compact Single Family Residential District. The property is owned and developed by SCI Development, LLC, with Russell Seppanen serving as the acting agent. The underlying zoning designation for the site was previously approved on April 10, 2026.
A Tax Increment Financing District (TIF 23), classified for affordable housing, was recorded for this development on June 18, 2026. Construction plans were subsequently approved on July 31, 2026. The infrastructure improvements, including curb and gutter, water service lines, sanitary and storm sewers, and ADA ramps, are outlined in a development agreement that will be recorded alongside the plat.
According to a cost estimate in the development agreement, the total estimated cost for the required infrastructure improvements is $1,849,341.29, which includes a 10% contingency. The developer must install all required improvements within two years of the plat's recording date. The remaining uninstalled sidewalks must be completed by Oct. 5, 2031.
The commission approved the resolution via voice vote. No questions were raised by the commission or the public.
