Beacon Center Secures $20,000 Emergency Grant to Offset Federal Funding Cuts

Northeast Radio SD News - Watertown, SD - The South Dakota Community Foundation (SDCF) has awarded a $20,000 South Dakota Fund grant to the Beacon Center in Watertown to help address significant budget shortfalls caused by recent reductions in federal funding.


The grant is designated to maintain essential 24/7 staffing for the center’s crisis line and to purchase supplies for its 32-bed emergency shelter. According to Beacon Center leadership, the funding comes at a critical time as the organization navigates a “perfect storm” of dwindling federal support, specifically from the Victims of Crime Act (VOCA).


Maintaining a Vital Safety Net

Established in 1977, the Beacon Center serves as a lifeline for survivors of domestic violence and sexual assault in the Watertown area. The organization’s mission focuses on providing immediate safety, resources, and a path toward long-term stability for individuals and families in crisis.


Donna Marchand, Executive Director of the Beacon Center, noted that VOCA funding reductions over the last four years have deeply impacted their operational budget, specifically affecting staffing, training, and direct support for victims transitioning to independent living.


“Beacon Center provides hope and healing to those who often feel there is none,” said Ginger Niemann, SDCF Senior Program Officer. “We are proud to provide support for them to continue their important work during these uncertain times.”


A Growing Need Amidst Budget Uncertainty

The $20,000 award is part of a broader effort by the South Dakota Community Foundation to stabilize local nonprofits amid federal grant program restructuring or elimination. Across the state, victim service providers have reported a significant drop in available federal dollars, even as the demand for emergency shelter and crisis intervention remains at an all-time high.


The Beacon Center’s 32-bed facility provides a confidential, healing environment for those leaving dangerous situations, while its outreach services include legal advocacy, medical support, and a community food pantry.
