City Council Approves Reduced-Fee Administration Agreement for 5th Avenue North Reconstruction.

Northeast Radio SD News - Watertown, SD - The Watertown City Council moved forward with an administrative step for the upcoming 5th Avenue North Reconstruction project by approving a construction administration agreement with Civil Design, Inc. (CDI). The agreement, totaling $161,660.00, represents a reduction in costs as the city prepares to begin work on the major thoroughfare.
City Manager Alan Stager explained that the final contract reflects an amendment from the original proposal. “Initially, this was about a $250,000 contract, and I’ve reviewed it with staff, and we’ve determined that the amount of on-site work that we require from a third-party firm can be greatly minimized,” Stager told the council.
Under the new terms, city staff will take over several administrative tasks, including submittal reviews, pay requests, and change orders.
The project, slated to begin on March 16, 2026, involves a full-depth reconstruction of approximately 3,500 lineal feet of 5th Avenue North from 4th Street NW to Highway 81. CDI’s role will now focus on on-site support, including construction staking, GPS file preparation, progress tracking, and final inspections.
Stager recommended the approval, noting that even with the administration fees, the total projected cost of $2,629,125.85 remains well below the budgeted $3,113,000.00. The council approved the motion unanimously.
