City Council to Approve Final Change Order for Park Sign Project, Project Remains Under Budget

Northeast Radio SD News - Watertown, SD - The Watertown City Council is scheduled to vote on a final change order for the 2024 Park and Recreation Improvements-Sign Project (Project No. 2409-A) at its meeting on Wednesday, November 19, 2025. The resolution, which staff recommends for approval, finalizes the scope of work with Mack Landscaping and Irrigation and confirms that the project will be completed with an improved aesthetic, all while remaining under its allocated budget.
Change Order No. 1-Final addresses adjustments to final quantities and changes to the project's scope, resulting in an overall contract price increase of $10,832.38. The two primary reasons for the change were a project expansion and a design upgrade.
The project was expanded to include two additional signs at new park locations: River Ridge Park and the Pickleball Complex. This brings the total number of parks receiving new signage to 23, up from the original plan of 21.
Additionally, the original construction plans, which called for a concrete footing for the signs, were updated to use landscape pavers for the base. These pavers were chosen because they provide a "more aesthetic look" for the new signs. This change required the contractor to order and install the materials, resulting in a delay in the completion date to November 10, 2025.
Despite the increase in the total contract cost, the project maintains a favorable financial position. The new contract price of $128,268.46 is well within the Park & Recreation Capital Improvement Fund's budgeted amount of $140,000.00, leaving a remaining buffer of $11,731.54.
The updated signs feature a new metal design installed between two landscape brick columns, successfully updating the older existing signs throughout the City's parks.
