Joint Investigation Leads to Arrest in Multi-County ATM Fraud Case

Northeast Radio SD News - Clark, SD - A joint investigation conducted by the Clark Police Department and the Watertown Police Department resulted in the arrest of 33-year-old Jose Burgos-Paqui on December 8, 2025, in connection with a series of ATM fraud incidents.


The arrest follows a month-long investigation that began when both agencies received multiple reports of unauthorized withdrawals and fraudulent transactions at various ATM locations across South Dakota. A search warrant was served at the Burgos-Paqui residence, where he was taken into custody.


Authorities determined that Burgos-Paqui allegedly used debit cards to obtain cash, defrauding the ATMs and financial institutions.


Burgos-Paqui has been charged with Grand Theft (SDCL 22-30A-1 and 22-30A-17), a Class 5 felony in Clark County. Further charges are expected to be filed in Codington County as the investigation remains ongoing.


Burgos-Paqui is currently being held at the Codington County Detention Center on a $2,000 cash bond for the Clark County charge. He is presumed innocent and is scheduled to appear in court at a later date, according to Clark Police Chief Jeremy Wellnitz.
