New Childcare Facility and “Open Play Space” Approved for Watertown’s Industrial District

Northeast Radio SD News - Watertown, SD - In a move to address the city’s ongoing demand for childcare, the Watertown Board of Adjustment has unanimously approved a Conditional Use Permit (CUP) for a new day care facility located at 1018 6th Street SE.
The decision, reached during the Board’s February 19 Session, clears the way for applicant Sydnie Sparks to establish a non-residential day care and an innovative “open play space” within an existing building in the I-1 Light Industrial District.
A Creative Use of Mixed Space
The facility will occupy approximately 3,990 square feet of a structure currently shared by RC Technologies and Aason Engineering. Sparks testified that the center is designed to care for up to 20 children, supported by a staff of three to four employees.
A unique aspect of the application is the “open play space” for infants and toddlers. This space will operate separately from the primary day care, offering designated hours for outside families to participate in supervised classes and play in a safe environment.
Addressing Board Concerns: Safety and Green Space
While the Board ultimately supported the project with a 7-0 vote, the public hearing touched on several logistical challenges inherent to the industrial location.
· Industrial Compatibility: Board member Bill Speier raised concerns regarding the proximity to heavy equipment and industrial traffic common in the I-1 district.
· Outdoor Recreation: Board members inquired about the lack of an immediate outdoor play area. Sparks clarified that while the primary focus is currently indoors, she is exploring options for a fenced area or utilizing nearby green space for the children during the summer months.
· Parking: The facility provides 15 dedicated off-street parking spaces, which city staff deemed sufficient for the mixed-use structure.
The approval marks a step in providing flexible childcare options for Watertown families, particularly those working in or near the city’s industrial sectors.
