South Dakota Approves $115 Million in New Investments for Expansion, Defense Manufacturing, and Workforce Development

Northeast Radio SD News – Clear Lake, SD - The South Dakota Board of Economic Development has approved a slate of new business and workforce investments totaling more than $115 million in capital projects and supporting 74 new full‑time jobs statewide.
Governor Larry Rhoden said the approvals reinforce the state’s economic momentum and its role in national security.
“South Dakota continues to prove that we are Open for Opportunity by investing in the businesses and industries that strengthen our economy and support our nation’s security,” Rhoden said. “These projects create jobs, expand opportunity for our communities, and reinforce South Dakota’s reputation as the best place to live, work, and do business.”
Major Projects Approved
AMTEC Corporation – Clear Lake: The board approved AMTEC Corporation’s Reinvestment Payment Program application for a reinvestment payment of up to $2,434,648, not to exceed 75 percent of eligible state sales and use tax. Tech Ord, AMTEC’s Clear Lake division operating since 1988, recently broke ground on a major expansion. The project includes construction of a modern automated ammunition production facility with warehousing, production support infrastructure, and quality assurance capabilities — marking another step in South Dakota’s growing defense manufacturing footprint.
Quality Nut & Bolt Company – Sioux Falls: JL3L, LLC, operating as Quality Nut & Bolt Company, received a $309,000 SD Works loan to purchase a completed building that will support continued growth and operational needs.
Madison Family Dental – Madison: A $250,000 SD Works loan was approved to help construct and equip a new dental clinic. The expanded facility will increase patient capacity, improve workflow, incorporate updated technology, and create eight new full‑time jobs serving Madison and surrounding rural communities.
Dakota Metal Recycling – Huron: The board approved a South Dakota Jobs Program grant of up to $214,465 for construction of the state’s first integrated metal collection, shredding, and sorting facility. The project will allow recyclers statewide to process ferrous and non‑ferrous materials in South Dakota rather than shipping them to Iowa or Nebraska. The facility will also produce a byproduct suitable for landfill cover.
Workforce & Professional Development Grants
Two Economic Development Partnership grants were approved:
· $7,500 for Ally Dakota Development, Inc. to support the International Economic Development Council Basic Economic Development Course.
· $6,000 for Elevate Rapid City to support the International Economic Development Council Centennial Summit.
GOED Commissioner Bill Even said the approvals reflect a broad commitment to statewide growth.
“These investments reflect South Dakota’s commitment to supporting growth at every level by helping local businesses expand, improving access to healthcare, strengthening our defense manufacturing industry and investing in the professionals who help communities succeed,” Even said.
About the Programs
The Reinvestment Payment Program, SD Works, and Economic Development Partnership programs provide financing, workforce development, and incentives that support business expansion, private investment, and community growth. Eligible businesses and organizations must meet requirements established in state law and board policy.
