South Dakota Unveils Five-Year Roadmap to Improve Health for Mothers and Babies

Northeast Radio SD News – South Dakota - The South Dakota Department of Health (DOH) has officially launched a comprehensive five-year strategic plan to bolster the health and well-being of families across the state. The 2026–2030 plan, developed by the South Dakota Maternal and Infant Health Task Force, focuses on data-driven solutions to ensure every mother and infant in the state has the opportunity to thrive.
Three Pillars of Care
The new strategic plan identifies three core priorities to guide state efforts through the end of the decade:
· Postpartum Care: Increasing the frequency and quality of medical visits following childbirth to improve long-term maternal health.
· Safe Sleep Education: Strengthening prevention strategies and the distribution of cribs to protect infants from sleep-related deaths.
· Systems of Care: Enhancing statewide coordination and access to quality healthcare and social services.
“This strategic plan combines data, collaboration, and targeted investments so we can strengthen care before, during, and after pregnancy,” said Secretary Melissa Magstadt.
Addressing Critical Data Trends
The plan is grounded in a 10-year review of maternal and infant health data from 2015–2024. While pregnancy-associated death rates saw a decrease between 2022 and 2024, infant mortality rates remain elevated in the state.
A key finding driving the task force’s postpartum focus is that 58.7% of pregnancy-associated deaths occurred between 43 days and one year after delivery. Additionally, the data highlights a continued disparity for American Indian mothers and infants, who experience higher mortality rates, signaling a need for targeted support in tribal communities.
Rural and Tribal Health Transformation
For residents in Northeast South Dakota and other rural areas, a major component of the plan involves the creation of Regional Maternal and Infant Health Hubs. These hubs will operate on a “hub-and-spoke” network, connecting local hospitals and clinics with tribal health services and community organizations.
Expected benefits of the Regional Hubs include:
· Streamlined referral pathways for specialized care.
· Expanded access to services for rural and tribal families.
· Workforce advancement for doulas and improved maternal health training for providers.
Current Initiatives
Several programs aligned with the plan are already in effect, including:
· The Canopie App: A pilot program providing mental health support during and after pregnancy.
· Safe Sleep Kits: The DOH distributes roughly 1,000 safe sleep kits or cribs annually through public health offices.
· Ambassador Training: Ongoing “Safe Sleep Ambassador” training for community partners and healthcare providers.
