State Education Department Honors Milbank Elementary for English Learner Success

Northeast Radio SD News – Milbank, SD - The South Dakota Department of Education announced today that Milbank Elementary School has been recognized as an Elementary and Secondary Education Act (ESEA) Distinguished School. The commendation highlights the school’s excellence in serving students with special needs, specifically English Learners (EL).
Milbank Elementary was one of only two schools in the state selected for the honor. Tyndall Elementary School was also recognized for student performance and academic growth.
According to state data, Milbank Elementary’s English Learner students surpassed South Dakota’s proficiency rates in both English Language Arts (ELA) and mathematics during the 2024-25 school year. EL students at the school achieved 66 percent proficiency in ELA and 47 percent proficiency in math.
Officials noted that these students are performing at a high level in English, placing them on track to exit the EL program earlier than anticipated.
“A child’s education stems from the foundation set in the beginning, and both schools are planting strong roots that will foster the students' perception of school and academic success,” said Secretary of Education Dr. Joseph Graves.
Graves added that the schools are deserving of the achievement for their commitment to exemplifying the state's mission to enhance learning and equip students with the necessary resources.
“The growth that both schools are demonstrating reflects the positive achievements in their academics, but it also highlights the efforts their teachers, administrators, and students are making to strengthen their academic fulfillment,” Graves said.
The National ESEA Distinguished Schools Program is a project of the National Association of Elementary and Secondary Education Act State Program Administrators. To qualify for consideration, Title I schools must have a poverty rate of 35 percent or higher.
Milbank Elementary secured recognition in Category 3 of the program, which identifies schools demonstrating excellence in serving special populations, such as homeless, migrant, and English Learner students.
