Watertown City Council Accepts Calvin Industrial Park Infrastructure, Takes Over Maintenance
Northeast Radio SD News – Watertown, SD - The Watertown City Council on Tuesday unanimously approved Resolution No. 26‑34, formally accepting public infrastructure installed within the Calvin Industrial Park Second Addition after the completion of a one‑year warranty period. The acceptance transfers ownership and long‑term maintenance responsibilities to the City of Watertown.
The improvements were constructed by LL & Sons Excavating, Inc., East River Contracting, and Duininck Inc. on behalf of the Watertown Development Company, the developer of the industrial expansion.
City Engineer Justin Petersen presented the item, describing the project as a key extension of industrial infrastructure in southeast Watertown.
“This is another resolution acceptance,” Petersen said. “Calvin Industrial Park is kind of the southeast part of town, kind of by the 20th Avenue South bypass. Again, this approximately 500‑foot extension of Calvin Drive includes storm sewer, sanitary sewer, water, and the drainage ponds as well.”
The agenda document confirms that the project installed a full suite of public improvements to support continued industrial development.
The resolution and acceptance certificate outline the following improvements now being transferred to city ownership:
Street Improvements
· 1,920 square yards of 6‑inch asphalt paving over 12‑inch aggregate base
· 1,064 linear feet of curb and gutter
· 81 square yards of fillet section
Storm Sewer Improvements
· 6 storm drain inlets
· 218 linear feet of 18‑inch storm sewer
· 164 linear feet of 24‑inch storm sewer
· 560 linear feet of 36‑inch storm sewer
· 28 linear feet of 42‑inch storm sewer
Sanitary Sewer Improvements
· 3 sanitary sewer manholes
· 493 linear feet of sanitary sewer
The Acceptance Certificate, signed by Petersen and City Manager Alan Stager, notes that the project reached substantial completion on November 18, 2024, with the warranty period ending November 18, 2025. A one‑year warranty inspection was conducted on August 10, 2026.
One minor exception was noted: seeding remains to be completed at newly installed riprap. All other work is compliant with the development agreement, subdivision regulations, and city specifications.
Resolution Language: Developer Responsibility Ends
The resolution states:
“WHEREAS, the sanitary sewer, storm sewer, water main and services, curb, gutter and asphalt pavement have achieved a warranty period in excess of one year; and WHEREAS, the City Engineer has reported that a designee has inspected the improvements and recommends their acceptance by the City.”
Upon adoption, the city formally assumes ownership and maintenance responsibilities, ending the developer’s obligations.
Mayor Ried Holien asked for a motion to approve the resolution.
The motion was made by Councilman Dan Schutte and seconded by Councilman Brent Mohrmann.
With no further questions or comments from council members, Holien called for a voice vote that passed unanimously.
