Watertown City Council Accepts Jurrens-Schulte Industrial Addition Infrastructure for City Maintenance

Northeast Radio SD News – Watertown, SD - The Watertown City Council on Tuesday approved Resolution No. 26‑33, formally accepting public infrastructure installed within the Jurrens‑Schulte Industrial Addition following the completion of a one‑year warranty period. The acceptance transfers ownership and long‑term maintenance responsibilities to the City of Watertown.

The improvements—constructed by Clausen & Sons Construction LLC, LL & Sons Excavating, Inc., East River Contracting, and Duininck Inc.—were installed on behalf of developers AMB Holdings, LLC, Lake City Motors, and TJN Properties LLC.

City Manager Alan Stager presented the item, noting that the city has certified the completion of all public improvements and that the required one‑year warranty period has passed.

“This project installed storm sewer, water main and services, curb and gutter, and roadway improvements to support the development within the Jurrens‑Schulte Industrial Addition,” the agenda document states. “The City has certified the completion of the public improvements and, after a one‑year warranty period, is proposing to formally accept the infrastructure for City ownership and maintenance.”

The acceptance follows a detailed inspection conducted on July 29, 2026, as documented in the Acceptance Certificate signed by City Engineer Justin Petersen and City Manager Alan Stager.

The resolution confirms acceptance of the following improvements:

Street Improvements

·        850.37 square yards of 6‑inch asphalt paving over a 12‑inch aggregate base

·        430 linear feet of curb and gutter

Storm Sewer Improvements

·        One 24‑inch storm sewer flared end

·        112 linear feet of 24‑inch storm sewer

The Acceptance Certificate notes that all work was completed on March 26, 2025, with density reports and as‑built drawings received on August 3, 2026. City staff verified compliance with the development agreement, subdivision regulations, and city specifications.

The resolution states:

“WHEREAS, the storm sewer, curb, gutter, and asphalt pavement have achieved a warranty period in excess of one year; and WHEREAS, the City Engineer has reported that a designee has inspected the improvements and recommends their acceptance by the City.”

Upon adoption, the city formally assumes ownership and maintenance responsibilities, ending the developers’ obligations for the improvements.
