Watertown City Council to Consider $235K HDR Engineering Deal for Broadway Street N, Harmony Lane Utility Reconstruction

Northeast Radio SD News – Watertown, SD - A major neighborhood street and utility reconstruction project appears on Monday night’s regular agenda, where the Watertown City Council will review a $235,164.00 professional services agreement with HDR Engineering, Inc. for design and construction administration work tied to Project No. 2704.

Project Overview

The Wastewater Collections team and Engineering have identified a reconstruction project planned for Summer 2027 on Broadway Street N and Harmony Lane. According to the agenda document, the work will include:

·         Sanitary sewer replacement

·         Watermain replacement

·         Storm sewer replacement

·         Curb and gutter

·         Sidewalk installation

·         ADA ramps

·         Intersection design

·         Asphalt surfacing

Additional improvements — watermain replacement and street resurfacing — are also planned for Park Street NW, 13th Avenue NW, and 6th Street NE.

“The project includes sanitary sewer and water main replacement, curb & gutter, sidewalk, ADA ramps, intersection design, storm sewer replacement, and asphalt surfacing along Broadway Street N. and Harmony Lane.”

Professional Services Agreement Details

The proposed agreement with HDR Engineering, Inc. covers collection system design, bidding support, construction administration, and resident project representative (RPR) services.

Construction Administration (CA)

HDR will provide CA services throughout the project, including:

·         Answering contractor questions related to design documents

·         Developing field orders and change orders

·         Reviewing shop drawings

·         Preparing as‑built documentation

Resident Project Representative (RPR)

HDR proposes to have an RPR on-site three days per week for five months during construction. City staff will cover RPR duties on the remaining two days.

The RPR will:

·         Attend pre‑construction meetings

·         Document daily construction activities

·         Maintain SWPPP inspection reports

·         Review contractor pay applications

·         Provide plan clarifications and revisions

·         Maintain red‑line field plans

·         Attend weekly construction meetings

·         Resolve field issues as needed

HDR will also complete construction staking, including watermain, sanitary sewer, storm sewer, streetlights, curb and gutter, asphalt surfacing, pavement markings, and property pin resets.

Cost and Contract Structure

The agreement is structured as time and materials, with a not‑to‑exceed limit of $235,164.00. Hourly billing rates are included in the contract’s Exhibit A.

Reimbursable expenses include travel, printing, shipping, subconsultants, and equipment charges. HDR may add a 10% administrative markup to subconsultant invoices.
