Watertown City Council to Consider 40-Lot Harmony Hill Subdivision, $1.85M Development Agreement

Northeast Radio SD News – Watertown, SD - The Watertown City Council will consider Resolution No. 26-41 to approve the plat for the Harmony Hill Fourth Addition plat and authorize a development agreement during its regular meeting on Monday, Oct. 5, 2026.


The proposed subdivision, spearheaded by property owner and developer SCI Development, LLC, encompasses 9.76 acres. The land will be subdivided into 40 lots zoned R-1C Compact Single Family Residential District. The zoning designation was previously approved on April 10, 2026.


The City recorded a Tax Increment Financing District, designated as TIF 23 under the classification of affordable housing classification, was recorded for the development on June 18, 2026.

If the resolution is approved, the City Manager, Alan Stager, will be authorized to enter into a formal development agreement outlining the project's infrastructure requirements. According to the agreement, SCI Development, LLC must install improvements including curb and gutter, granular street base, woven textile fabric, an asphalt surface, water service lines, sanitary sewer, storm sewer, drainage, sidewalks, and ADA ramps.


The estimated cost for the required subdivision improvements is $1,849,341.29.

The Watertown Planning Commission voted 5-0 to recommend approval of the plat during its Sept. 24 meeting. Community Development Manager Brandi Hanten is providing project oversight, and city staff officially recommends approval of the resolution.
