Watertown City Council to Consider Calvin Industrial Park Plat, $1.77M in Improvements

Northeast Radio SD News – Watertown, SD - The Watertown City Council will consider Resolution No. 26-38 to approve the plat and development agreement for the Calvin Industrial Park Third Addition during its meeting on Monday, Oct. 5, 2026 meeting.


The project, proposed by owner and developer Watertown Development Company, serves as the second phase of the Calvin Trade Center. The plat encompasses 4.77 acres of public right-of-way and a 51.63-acre lot area subdivided into 3 lots. The 3 lots are zoned I-1 Light Industrial District, though a concurrent proposed rezoning would change Lot 3 to the I-2 Heavy Industrial District.


If the resolution is approved, City Manager Alan Stager will be authorized to enter into a development agreement with the Watertown Development Company outlining required infrastructure improvements. The developer must install curb and gutter, a granular street base, woven textile fabric, an asphalt surface, water service lines, sanitary sewer, storm sewer, drainage, sidewalks, and ADA ramps.


As part of the street improvements, Calvin Drive will be upgraded to a local commercial and industrial street section featuring curb and gutter. The adjacent 23rd Street SE will remain in its current state to provide secondary access as required by the International Fire Code.


The total estimated cost for the required subdivision improvements is $1,766,614.95.

The Watertown Planning Commission voted 6-0 to recommend approval of the plat during its Sept. 10 meeting. Community Development Manager Brandi Hanten is providing project oversight, and city staff recommends approval of the resolution.
