Watertown City Council to Consider Haul Road Agreement for Southeast Mining Operation

Northeast Radio SD News – Watertown, SD - The Watertown City Council on Monday will consider authorizing City Manager Alan Stager to sign a Haul Road Agreement with J&J Land Sales LLC, establishing designated truck routes and safety requirements for a newly approved mining operation on the city’s southeast side.


The agreement is tied to a conditional use permit for mining that the Board of Adjustment approved unanimously (6–0) on June 18, 2026 for property legally described as “The South 1800' of the West Half of the Southwest Quarter of Section 27, Township 117 North, Range 52 West of the 5th P.M.” The parcel was annexed and zoned into city limits on June 15.


City staff recommended that a formal haul road agreement be required within 30 days of the conditional use approval to ensure mining traffic is routed safely and impacts on nearby residential areas are minimized. The Board of Adjustment included that condition in its approval.


Under the proposed agreement:


·        31st Street SE will serve as the primary haul route for trucks entering and leaving the mining site.

·        3rd Avenue NE may only be used in limited circumstances, such as detours, emergencies, or temporary authorization by the City Engineer.

·        J&J Land Sales must implement dust‑control measures, including monthly calcium chloride applications during active hauling and additional dust suppression as needed.

·        The developer must notify all drivers and contractors of the designated route, post signage, and include route requirements in trucking contracts.

·        Violations may affect future permit reviews, and three or more violations in a 12‑month period could trigger modification, suspension, or revocation of the mining permit.


The agreement also clarifies that the city may seek reimbursement for any damage to public infrastructure caused by hauling operations.


The item appears on the regular agenda, meaning council members may discuss or amend the proposal before voting.


The Watertown City Council meets Monday at 5:30 p.m. at City Hall.
