Watertown City Council to Review Zoning Definition Updates for New Campus and Congregate Living Districts
Northeast Radio SD News – Watertown, SD - The Watertown City Council will consider updates to the city’s zoning definitions on Monday as part of the first reading of Ordinance No. 26‑28, a text amendment to Chapter 21.90 Definitions.
The changes are needed to support two newly created zoning districts — the CD Campus District and the R‑3S Congregate Living Residential District — both adopted earlier this month by the Planning Commission and now moving through the City Council approval process.
New Definitions Added
The ordinance adds several terms to the zoning code, including:
· Mixed Use Structures — commercial buildings with residential units on upper floors.
· Educational Institution — expanded to include preschool through university‑level instruction, vocational training, and associated campus facilities.
· Congregate Student Housing — group living quarters for students with shared bathrooms, lounges, and laundry rooms; added under the “Dwelling” definition.
· Gross Floor Area — clarified to include all enclosed floor area measured from exterior walls.
These definitions ensure consistency across the zoning ordinance as new district types are implemented.
Planning Commission Recommendation
The Planning Commission unanimously recommended approval (7‑0) at its July 9, 2026 meeting.
Next Steps
Monday’s meeting is the first reading, with no council action until the second reading on August 3, 2026.
