Watertown City Council to Vote on Rezoning for New Concrete Manufacturing Facility

Northeast Radio SD News – Watertown, SD - The Watertown City Council will hold a second reading and vote Monday on Ordinance No. 26-33, which proposes rezoning a 25.43-acre parcel in the Calvin Industrial Park to accommodate a new concrete manufacturing facility.
The ordinance, submitted by City Manager Alan Stager, would change the zoning of Lot 3 in the Calvin Industrial Park Third Addition from an I-1 Light Industrial District to an I-2 Heavy Industrial District.
The Watertown Development Company, which owns and is developing the property, requested the change. According to the rezoning petition, the undeveloped parcel is being sold to a local concrete manufacturing business planning to relocate to the site. Concrete manufacturing is not permitted in the I-1 district but is allowed in I-2 with a conditional use approval from the Board of Adjustment.
If the council approves the rezoning on Oct. 5, the property will be subject to I-2 setback requirements, including a 75-foot front yard setback and 50-foot rear and side yard setbacks to accommodate heavier industrial uses. As part of the project, the developer will install frontage improvements along Calvin Drive and 23rd Street East to serve the new lot.
The Watertown Planning Commission recommended approving the rezoning by a 6-0 vote at its Sept. 10, 2026 meeting. City staff noted that the property borders existing I-2 Heavy Industrial zoning to the northwest and aligns with the city's Future Land Use Plan.
If the council passes the ordinance, it will become effective on Oct. 28, 2026.
