Watertown Council Agenda Highlights: Annexation, Restaurant Expansion, and Brewing Company Ownership Change

Northeast Radio SD News – Watertown, SD - The Watertown City Council is set to review several property and licensing items during its meeting on Monday, March 16, 2026. Key items on the agenda include a major residential annexation project on the city’s south side and the transfer of a liquor license that will pave the way for a new restaurant expansion and casino.


Harmony Hill Expansion Moves Forward

The Council will consider the second reading of Ordinance No. 26-02 and Resolution No. 26-07, which together facilitate the next phase of the Harmony Hill Development. Sister Barbara Younger, representing the Benedictine Sisters of Mother of God Monastery, has petitioned to:


·        Annex 2.8 acres of land currently located in the county into the city limits.

·        Rezone approximately 7 acres of existing monastery property from Agricultural (A-1) to Compact Single Family Residential (R-1C).


This move will allow the land to be platted together as the Harmony Hill Annexation Second Addition, aligning with the city’s residential concept plan. The Planning Commission has already recommended unanimous approval for the annexation and rezoning.


New Casino and Restaurant Expansion at Infinity Fun

On the table is Infinity Fun LLC (owned by Jared Paulson), seeking to transfer a Retail (on-sale) Liquor and Video Lottery license from the former Sandy’s Bar & Grill.

If approved, the license transfer—effective April 1st, 2026—will allow Paulson to expand his current operations at 714 9th Ave SE. The project includes:


·        Expanding bar and restaurant operations into currently unused space.

·        The construction of a new enclosed casino area featuring 10 video lottery machines.


Leadership Change at Watertown Brewing Company

In another local business update, the Watertown Brewing Company at 113 E Kemp Ave is changing ownership. The Council will vote on transferring the existing Retail Wine, Cider, and Malt Beverage licenses from REVE, LLC to Undeniable Worldwide LLC, managed by Michael Heuer. The brewery has been a staple in the C-1 Community District since receiving its conditional use approval in 2015.
