Watertown Reminds Residents: Seasonal Sump Pump Variance Required for Winter Discharge

Northeast Radio SD News - Watertown, SD - The City of Watertown is reminding property owners that a seasonal sump pump variance is required for anyone planning to discharge clear water from their sump pump into the sanitary sewer system this fall and winter.
The variance period is currently active, running from October 15 through March 15 of the following year. City officials stress that this permit must be renewed annually.
Application and Penalties
To apply for the variance, residents must do so online at watertownsd.us/variance or call the Wastewater Division at (605) 882-6244 if they lack internet access.
· Cost: The annual fee is $125, which includes a $25 application fee.
· Inspection: If the City has no prior inspection record for a property's sump pump, an inspection will be required before approval is granted. Once approved, the Finance Office will issue a bill due within 30 days.
The City emphasizes the importance of compliance, as discharging clear water into the sanitary sewer without a valid variance is considered a Class 2 Misdemeanor. Penalties for a violation may include fines up to $500 and up to 30 days in jail, with each day the violation continues treated as a separate offense.
Protecting the Sewer System
City officials explain that the rule is necessary because sump pumps introduce millions of gallons of clean water into the sanitary sewer system, which is designed for wastewater. This extra volume significantly increases treatment costs for the community and raises the risk of sewer backups into homes.
Pro Tip: Delay Your Connection
Although the variance period has begun, the Wastewater Division encourages residents to delay connecting their sump pumps to the sanitary sewer for as long as possible.
A helpful tip is to lay the discharge hose on a slope—such as a board or a snowdrift—to help it drain and prevent freezing. This practice can prolong the time the sump pump can safely discharge outside, potentially eliminating the need for a connection throughout the entire winter.
