Watertown, SD Opens 2026–27 Winter Sump Pump Variance Applications

Northeast Radio SD News – Watertown, SD - The City of Watertown has opened its annual application window for seasonal sump pump variances, allowing residents and businesses to temporarily discharge sump pump water into the sanitary sewer during the winter months.


Applications must be submitted through OpenGov, and the City notes that all applicants must reapply each year, even if they were previously approved. An active OpenGov account is required.


If the City does not have a current inspection record for a property’s sump pump system, it will schedule an inspection before approval.


Once approved, the $125 variance fee will appear in the applicant’s OpenGov portal. Applicants may pay online or in person at City Hall by cash or check. OpenGov issues the variance license after payment is received.


Variance Period & Penalties

Sump pump water may enter the sanitary sewer only with a written variance and only during the approved seasonal period, typically October 15 through March 15.


The City warns that discharging sump pump water into the sanitary sewer without a variance could result in a Class 2 Misdemeanor, punishable by up to 30 days in jail and fines up to $500.


City Encourages Outdoor Discharge When Possible

Even with a variance, residents are encouraged to continue discharging water outside for as long as weather conditions allow. The City recommends sloping hoses downward to prevent freezing and backups.


Keeping sump pump water out of the sanitary sewer helps reduce treatment costs and lowers the risk of sewer system overloads.
