$2.2 Million Reconstruction Project Set to Begin on Highway 28 in Toronto

Northeast Radio SD News – Toronto, SD - The South Dakota Department of Transportation (SDDOT) has announced that a major urban reconstruction project is scheduled to begin on S.D. Highway 28 through the city of Toronto will start on Thursday, April 9, 2026.


The $2.2 million project aims to modernize a half-mile stretch of the highway within Toronto’s city limits. The comprehensive infrastructure overhaul will include new grading, storm sewer installation, updated street lighting, and fresh asphalt surfacing.


According to SDDOT officials, the project will kick off with the placement of traffic control measures on April 9. Pending favorable weather conditions, roadway excavation and construction are scheduled to begin on Monday, April 13, 2026.


In coordination with the highway reconstruction, the City of Toronto will also be conducting a separate utility project. This municipal effort will involve replacing the water main along the same stretch of Highway 28 to ensure long-term service reliability for residents.


Traffic Management and Local Access. While construction of this scale often causes delays, the SDDOT has planned the project to minimize disruptions. Highway 28 will be reconstructed one-half at a time, allowing two-way traffic to be maintained throughout the work.


Local residents and business owners can expect continued access to their properties. The SDDOT confirmed that temporary roadway and pedestrian access points will be maintained throughout the project.


Contractor and Timeline Bowes Construction, Inc., based in Brookings, S.D., is serving as the prime contractor for the project. The state and the contractor have set an overall completion date for Friday, Nov. 6, 2026.
