Traffic Switch Set Monday for Highway 28 Reconstruction Project in Toronto, South Dakota

Northeast Radio SD News – Toronto, SD - A traffic switch is scheduled Monday on South Dakota Highway 28 through Toronto as crews begin phase two of the city’s urban reconstruction project.


The work covers a half‑mile stretch of Highway 28 inside city limits and includes grading, storm sewer installation, new lighting, and asphalt surfacing. According to project officials, the roadway will be rebuilt one half at a time, with two‑way traffic maintained throughout construction. Temporary roadway and pedestrian access will remain available for local residents and businesses.

Ahead of the highway work, the Town of Toronto is completing a separate utility project to replace watermain along the same corridor. That work is scheduled to finish just before roadway reconstruction begins.


The prime contractor for the $2.2 million project is Bowes Construction, Inc. of Brookings. The overall completion date is Friday, Nov. 6, 2026.


Motorists traveling through Toronto should expect changing traffic patterns and are encouraged to use caution near active work zones.
