Watertown City Council to Consider $11,835 Cost Reduction for Calvin Park Lift Station Project

Northeast Radio SD News – Watertown, SD - The Watertown City Council will consider approving Change Order No. 1 for the Calvin Park Lift Station and Forcemain Project No. 2428 during its regular meeting on Monday, Oct. 5, 2026.
The proposed change order with Lake Norden-based contractor Halme, Inc. would result in a net contract price decrease of $11,835.85, bringing the total project cost down from $1,611,054.85 to $1,599,219.00.
According to a memorandum from City Manager Alan Stager, the modification reduces the amount of open trench construction for the forcemain while increasing the amount of bored forcemain construction. It also adjusts the approach path to the manhole at the city’s Wastewater Treatment Plant.
The reduction in open trenching and path adjustments yields $70,540.85 in savings, which offsets a $58,705.00 increase required for the expanded bored construction. The change order adds 842 linear feet of trenchless construction to the contract.
Project No. 2428 involves installing approximately 9,200 linear feet of 10-inch force main to serve the Calvin Trade Center and an extended service basin covering more than 330 acres in south Watertown. The contract timeline remains unchanged, with a computed completion date of Oct. 31, 2027.
The project is budgeted under account 604-43252-43696. City staff noted the price reduction will keep the project within its approved budget.
City Manager Alan Stager, City Engineer Justin Petersen, and Engineer II Luke Ammann lead project oversight. City staff recommend approval of Change Order No. 1 as presented.
